It should still be there according to ParagonWiki.
Since it is a villain only title, are you trying to set it on a non-Villain character? There are different titles for Hero, Villain, GR Resistance and GR Loyalist characters.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

It's still there, at least on my display, but only barely selectable. It's only half visible. Zealous, on the other hand, isn't available at all, as it seems to have dropped below the selectable range on the window and there isn't a scroll bar for me to get to it, nor is the window resizable

This will show all the titles as selectable. I know its a crappy workaround but you can set the health back to normal by changing the number or reloading a saved ui.

Does anyone know what happened to the Wrathful title in the game? One of my characters has it, but it is no longer an available title at the trainers.
