There is no reason as to why VIPs shouldn't be able to level pact with other VIPs. I fully understand why VIP to Free/Premium becasue of RMT. There are people who like the level pacts and taking this away was a mistake.

What happen if level pacted VIPs drop to premium? or just one? Do you break the pact or disable XP for both?
So I hope that's the "problem".
I'd like to see level pact back, with up to 8 characters. Personally I'd leave it at lvl 5 maximum.

Assuming that they were removed because the Devs dont want free / premium players to use leveling pact but be VIP only, what should be the behavior of the system with accounts changing status, that was the point of my question and , still guessing, the main thing the Devs need to decide.
I would make them free for VIP, unlocked at tier 6-7 maybe. Available for up to 8 characters of lvl 5 maximum.

This would be easier to swallow if the option wasn't there. As it stands, you can still right click someone and select to start a pact with them, only to get an error message that "All leveling pacts are suspended." If it was taken away, and not broken, they should remove the option from the menu.
