Questions about interface procs

Question 1 is.... When comparing the utility of diagmagnetic (regen debuff) vs. Reactive (resist damage debuff) vs. the new proc (can't recall the name but its a max hp debuff) against big targets like AVs/GMs, which is the most useful for bringing said target down?
Question 2 is.... Does the paralytic proc (damage debuff) do a decent job of improving survival?

The DoT Interfaces are generally held to be wildly superior to the debuff-only ones due to low duration, low magnitude debuffs with ramp-up time not competing well with the fairly notable DPS increase the DoTs bring.

Single Target Radius = 0. AoE Non-Cone Arc = 360.

none of hte -regen, -hp or -res procs do as much as the straight damage from dots from any of the test reports I've seen.

Might as well pack this in here, because forum searching isn't turning up much: Is there anyplace where the # of ticks on the new DOT's or the damage values per tick are listed?

my main beef with the debuffs is that they are resistable and the targets that get full effect are so weak it doesnt matter and the hard targets when it does matter they are resisted into doing negligible amounts of debuff
