For pure aoe I think it's going to be hard to beat Titan Weapon/Fire Aura (when titan weapons comes out, which might be Tuesday).
Mace/Fire, SS/Fire (king post 32), Claws/Fire (level 6!), and Elec/Fire are solid, and actually exist. Katana/Fire, Broadsword/Fire, Db/Fire have a wide arc and a pbaoe each so they're certainly not bad.
Basically anything /fire will be an AoE god.
Weight training: Because you'll never hear someone lament "If only I were weaker, I could have saved them."

Also do not forget Elec/SD, Bu+LR+SC not too much left standing after that.....
If u want to build something using only your AoE attacks id go with elec/fire/mu.
Unless im missunderstanding what you want...do you just want a lot of AoE dmg or do u want to ONLY use AoE attacks? Those are two VERY different things. The latter actually sounds like something i might want to try XD

@ultrawatt: as what i said "pure AOE", meaning Lots of AOE but i know to be a pyre AOE, u need a lot of DEF too to gather up all those son of a gun in ur AOE...

I greatly enjoy the character and things do melt quickly with him around, but I though you should know some of the hurdles.

i just started playing this game and i was looking for some nice combination of powersets for BRUTES with Pure AOEs cuz thats my gameplay...(Nuke those Mobs with Lots of AOE)
