PvP Arena-IOs
They do, and for the most part they will just drop at whatever level you are, although there are some bugs when higher levels kill much lower levels. It's not a really sound method for farming them or anything, but in 8v8s they do drop sometimes, but I think there is still some kind of timer after you kill someone. Could be wrong about that.

I would say that 8v8 is about as fast a way to accumulate them as zone PvPing in RV, and I don't have the means to farm them :/.

First off, say you have 2 hours to game, most likely more than half of that time is going to be sitting in Pocket D. Second, a lot of matches end up being one sided, or kills in general are low because matches are set for no HD. Additionally, most teams you don't cycle everyone, just a few players who are more apt to die.
When I used to spend more time in RV with a friend (@Trance) we'd dual stalk for a few hours and end up with 6-8 drops on a regular basis. Even on nights where we (WARE) practice for 2 - 3 hours and end up beating teams by 30 or 40 kills we are lucky to see 1 drop spread across the entire team.
Do IOs still drop in arena PvP?
What level difference can you be? If I remember it used to be within 5 levels, but I could totally be making that up. Yayee terrible memory!
