Even though I personally wouldn't buy them, it doesn't make them useless. Their biggest use is their flexibility for people who either like to exemplar or want to equip them in low-level characters. You get the enhancement bonus of them as if they were "natively" whatever level you exemplar to, and you get the IO set bonuses for them as long as you do not exemplar below the cutoff for the set. (This is the set's normal minimum existence level -3.)
Of the two, I'd probably have more use for the version where I could give them to an up-and-coming lowbie, but I still don't think I'd bother. I usually just give low-level characters what I call "strategic" IOs - things like Miracles, a Kismet and a KB IO or two, and give them most sets when they're closer to 50.

I'd disagree with "useless" also.
However, at $5 an IO, I'll just stick to Frankenslotting my usual L28's and be
free and happy exemplaring all the way from L25 to L50
After all, it's not like they skip ED or aren't subject to Enhancement Scaling,
so, for me, a percent or two here or there isn't worth that cost by a long shot.

Useless as in, why buy bound when you can spend less money, buy low level IOs, and boost them for the same or better results. Low level IOs can be had on the cheap sometimes as well if you scrounge. I would definitely rather spend a few bucks and boost the crap out of low levels then spend a lot of money on 6 enh that max out at 50 or 40 or 35 or whatever. For sure, aboosted 30 gives more enh value than a bound 30, for a given enh that maxes at 30.
