Plant/Time Controller vs. Plant/Earth Dominator
I have a Plant/Earth/Fire Dom who is exceptionally powerful. Confuse lasts forever and the recharge is low. With high recharge, Domination, and Power Boost she can mez several spawns at once. It's also neat to stack your holds with Seismic Smash and get even higher mag holds (Controller would get a hold from Time, though they don't get Domination).
Her damage is also quite good. With her damage toggle, the AoE (including Rain and Fireball), and Creepers attacking everything she can mow through spawns pretty fast. And with things like Seismic Smash she can drop individual targets pretty quickly.
That being said, Time is a pretty great set with a lot of good support. And you can get 200% global recharge with the right IOs (without even using purples).
I'd do Dom if you're more solo-oriented and Controller if you see yourself teaming all the time. Personally though I don't like Controllers that much since they don't have enough attacks for my taste.
Dispari has more than enough credability, and certainly doesn't need to borrow any from you.

Plant is a pretty damaging controller set just because of the extent to which you can proc out roots and creepers. A dom can do this too but roots does bonus damage compared to other aoe immobs, which is naturally affected by containment. Also, at the high end you're going to have coercive persuasion slotted in seeds which means that most of the time the controller will also confuse an entire spawn, bosses and all.
I imagine plant/earth is great too, but I think the controller would be no slouch.
I think the deciding factor is whether you intend to solo more or play a stronger support role. Both will supply excellent control and comparable AoE damage after debuffs and epic power pools come into play. Earth Assault will provide very good single target damage though it's around the middle of the pack in AoE among the assault sets. Time is a an excellent buff/debuff set that packs an adequate heal and easily falls on par with the other top secondaries for controllers.
One reason why I haven't made a Plant/Time is because most of your debuffs (except Slowed Response) work against Seeds of Confusion; they reduce the ability of Confused enemies to damage each other, which will slow your progress solo. Teamed I doubt it would matter much though.

I don't know about this. To me, the whole point of confusion, it to STOP the target being able to damage you..in any way. The fact that they are killing their mates is just a nice bonus. But don't forget, it also means a bit less xp..and that upsets some people.
PLant/time is awesome fun. Mine just recently hit 50..and I love it. I also don't really like playing trollers, but the combo has more than enough to make me feel busy.
Make the dom if you want better hard control (domination on seeds, immobs, and holds) and better single target damage. Make the troller if you want aoe mayhem and more supportish. Both with be fun.

Think of confuse xp like this. You're out with a friend and decide to have a burger but he's not sure he wants one.
You can buy one and eat it all yourself or he says he'll pay for half but only wants a quarter of yours. Sure you only get 3/4's of a burger but you only paid 1/2 for it, if you're lucky he's still hungry and agrees to do it again. Then you end up paying for 1 burger but you get to eat 1 and 1/2.
In CoH terms, xp is the burger and time is the $. Imagine two teams doing exactly the same mish arc one after the other. First team doesn't use confuse and the other does. First team gets more xp from the arc but has to log at the end. Second team finishes the arc with less xp but has time to do it again and ends up with more xp overall.

So, in my search to find the next character that I'll enjoy I started trying out different controllers, blasters, stalkers, and dominators.
I recently gave a Plant/Time controller a try and I found that I really enjoyed the plant primary. It seemed very functional and very effective at low levels with plenty of room to grow at higher levels. Time seemed like a great secondary for plant with some nice debuffs and a secondary single target hold. Not to mention the capability of very high recharge rates.
My question though is between a dominator and controller they'll have similar lower level performance with damage capability probably being edged in the dominator's favor. However, how do they compare at their peak performance in both control and damage capabilities?
Between the two, I'm really looking for a balance between lowend and highend performance. Insights would certainly be appreciated. Thank you.
