Help! new to blasters (build help/critique)
I don't know very much about builds, but I love blasters. This is just me thinking out loud, so I might be wrong of course. :P
Hovering/ Flying can be a very effective strategy for staying alive. But be sure you know how to survive on the ground, because you won't be able to fly in every map. Caves, office buildings, and the like aren't very fly-able. Make sure you get very familiar with the aggro range of mobs, it will save your life.
Softcapping S/L... I'm not experienced with this at all, but my gut tells me that this isn't worth the effort. As blasters don't come with any natural defense, I'm thinking his would take a lot of extra powers/ slots/ spendy enhancements... And I think that might take away some other potential advantages. In my experience, blasters are glass cannons. If you can't kill them fast enough, they will kill you. (This is my least experienced area, so if you know enough about this, go for it. And of course, get some other opinions.)
End problems can be taken care of with some strong stamina slotting. Always a good idea to carry some blues though.
Ice mastery can provide a good heal (hoarfrost), a panic button that can fully rejuvenate your health and end (hibernate), and it can give you some defense (ice armor). I think ice mastery is your perfect choice.
I'm at work so I can't pull up Mids but a quick glance reveals only one glaring issue.
Drop Explosive Blast and pick up Power Burst.

The above build isn't softcapped to s/l due to the defense suppression in stealth. Go to options->configuration->effects and maths, check the box marked "attacked" to see the values in combat.
I'd drop the rectified reticle to-hit buff piece. The small regen bonus isn't worth it. Neither is to-hit buff enhancement, this power is mostly used to boost damage.
You have no kb protection.
Depending on what you like to fight, accuracy is a little low in some powers (the AoEs and melee attacks). A kismet 6% fixes this nicely, but you may not find it useful if you never fight above +2s.
It's actually easier to build for s/l softcap than for ranged with either scorpion or cold, and less slot intensive.
I like explosive blast. If you want to drop something for power burst, burnout would be my 1st choice. Other than hasten and hoarfrost, this build doesn't really benefit from it, imho. You also might consider dropping some slots from hoarfrost, as it caps your hit points without any heal enhancement. It's useful as an "oh sh*t!" heal as you run away perhaps, but doesn't really have enough recharge to use reliably (as a heal). Snipe is another "maybe" power in my book. It's super fun in your 20's to one-shot minions, but as your levels rise it loses the ability to do that. As a pulling tool, it's nice for AVs but on smaller foes if the foe is kb'd, his buddies are alerted. At which point you may as well be pulling with an AoE (which is way more fun, anyway ).
If the toon is played mostly as a hover-blaster, I'm of the opinion that you're better served by capping ranged defense and combining that with a resistance based armor for layered mitigation. Energy has lots of tools for getting foes out of melee range, so even tight maps will only be problematic against kb resistant foes (I can't think of any that show up on cave maps, but I could be wrong).

edit to add: just a thought. you may like this, or not if you decide to stick with your defense priorities. S/L defense is mighty nice if you like to jump in and blap a bit. /NRG has some very nice melee attacks... which can also be jousted if you're so inclined. Anyway, was in my folder and I just edited a little.

To knock a flying foe down, /energy is not the ticket, but taking air superiority from the flight pool solves that problem. You don't even have to slot it for damage since all you'll really be using it for is to knock flyers out of the air so that you can safely use your ranged attacks on them.
I recommend S/L defense if you are mainly going to be blapping.
In either case I tend to avoid Power Burst. It has 2 distinct disadvantages for your given goals. For a hover build its short range means that you'll rarely use it. You'll be blasting along and get that annoying "boink" sound that means you are out of range. For a melee build it's range is no longer a factor but its animation time and chance of KB make Energy Punch + Bone Smasher a better option.
I have 3 different builds I use on mine. One is a purpled out recharge + KB focused build, a long ranged attack, ranged defense build, and a blapping build that's soft capped to S/L. I'd be happy to share which ever one is preferred.

Wouldn't an aoe be better for teaming then a single target blast? what else could/would you drop for Power Burst if you wanted to keep explosive blast or is explosive blast just not that good?

Any tank that needs enemies surrounding them to help his survivability will HATE you for using that power.
Conversely, Power Burst hits like a Mack truck.
If you want to drop something to have both powers, drop Sniper Blast. It's not as useful as it sounds at higher levels. Very seldom will you have the opportunity to snipe something on a team, and you can kill things faster with your regular attacks when solo.

Here is the build as promised. It has soft capped defense to ranged attacks and has modest numbers vs melee and AoE.
A few caveats:
As Djeannie is aware, in all my builds I try to avoid "set mule" powers. I only try to take the powers that I will actually use. In this case Group Fly is a mule power that will occasionally see use in late game play.
Super Speed is NOT a mule power. Along with the stealth IO in sprint it lets you stealth missions.
I skipped ALL the short ranged powers. The build also has boost range available and, along with Alpha Cardiac Core Paragon, will have you shooting at stuff from above that won't be able to shoot back at you.
Explosive Blast is not the problem power that some posters will tell you it is. If you are hovering directly over the bad guys the knock back will be converted into knock down. Repulsion bomb is decent damage and has the advantage of being knock down no matter what angle you fire it from.
This is a respec build. What is meant by that is this is the build you switch to at level 50 after you are done leveling. For leveling purposes I would recommend that you substitute Boxing with Stimulant, Tough with Aid Self, Weave with Stealth, Maneuvers with Grant Invis, and Assault with Phase Shift (to use as an escape power).

Just a quick observation...If you are going straight Ranged with Energy/Energy 2 words...MEDICINE POOL...
Oh, and High Ranged Defense is nice but 90% of AoE is Ranged too...Might want to buff those numbers...

I remember the help you've given me in the past. Thank you for replying to this thread. I usually don't like set mules either and remembered that about your other builds .
Could you also post the blapper build that we could use on a second build?
ClawsandEffect. Thanks for chiming in. I've groused at Salvorin for blasting foes all over the place as I usually play melee, otherwise i'm on my corruptor types So I've been helping him learn where to knock stuff and how to knock down instead of way back while grouped. Good points though and something to think about.
Ordius. Thanks for posting the build. It's always great to see what others are doing to help you figure what you can/want to do for your own builds. People have some great slotting tricks when slots are tight.
Energy_Aura. True AoE can be a problem I suppose if you don't build for more range as Milady did in the above build. How big are the aoe ranges on trials? They never seemed to be much of an issue for me unless I had to zip in for an pbaoe heal on a squishy.
EJI. I always have mids set for suppression and that above build should have it suppressed. I know it wasn't softcapped and hence my asking for help but it was/is pretty close at 41%ish Thanks for posting a build!

The build is soft capped to S/L but has no resistance underneath. You can really mix it up with mobs that are mainly S/L using and for those mobs that aren't you can use the 2 AoE KB powers for mitigation and still mix it up. You have Aid Self for a heal and Phase Shift for an escape power.
One of the nice things is end management isn't a real problem so you can go with what ever Alpha Incarnate slot you want.
I like Clarion for the Destiny slot though.
Invisibility is the only set mule and it's for a LotG +7.5
If you don't want to go red side to get Mace Mastery you can use Cold Mastery instead.
You'll want to take Flash Freeze and 5 slot it with Lethargic Repose if you want a bit of a defense pad, or 5 slot it with Call of the Sandman if you want the recharge.
Take Frozen Armor and 4 slot it, 2 HO Cytos, LotG +7.5, and Steadfast res/def.

Hi there everyone!
My friend has started playing city of heroes as of a few months ago and asked for some help on his energy/energy blaster. Now I never really got into blasters as I enjoy more of a blast/support role and thus play corruptors at times.
Soo I attempted a build for him with a few things he wanted kept in mind and would really like some help on this build because I'm sure I've done a few things wrong and that the slotting could be better.
He is currently L26 and we'll be doing amerits for recipes as his funds are very limited
His goals:
- Hovering/Flying around and blasting from range with the ability to knock a foe down/away if they get close with melee.
- Survivability by softcapping s/l and decent ranged defense.
- No Endurance problems
- A Heal if possible
Everything else is malleable. He likes the idea of a heal and an oh crap button (hibernate) and the small support with snow storm, though that too can be changed.Here is the build.
