Unusable transfer on a Free account

it also may require that you have an available slot on the server you want to transfer too
aside from that im not sure why the transfer would not work if you have the token available

And the faction may also need to be unlocked. If you never bought Going Rogue and created Preatorians after I21 went live you won't be able to access them on a Premium account until you buy GR.
