Advice/help slotting Lich
For Lich, you definitely want to put Chance for Negative damage proc in him. All of his attacks can trigger the proc except for the hold (which recharges in 20s).
Lich is a boss pet so his proc damage is actually higher than yours. When it happens, it's almost like another "Dark Blast" damage against even-level enemy.
I would go for a mix of +damage/+acc/-tohit debuff and one proc. Lich doesn't need -endurance at all because all of his powers take less endurance than the counterpart. Some people put +hold or +fear duration but I feel the hold power isn't used that often and fear already has pretty good base duration. What Necro needs is more damage.
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.

I usually devote 4 slots to accuracy and damage (and some endurance - Lich doesn't need it, but it's just my standard pet slotting), then one slot for the Cloud Senses proc, and the last slot for tohit debuff.
You could likely use HOs to reduce that to 3 slots for acc/dam allowing you two for tohit debuff, which with two generic level 50 IOs would bring you close to AD cap (there are some who'd give higher priority to the tohit debuff than the damage, but I'm running it with /Dark so have -tohit in spades already).
I've tried putting Chance to -Recovery. This is like the most USELESS thing in the game. I can't notice what it does to the enemies so I thought maybe it has its use in pvp. I asked my friend to go to Warburg with me and he said he can't notice anything. So don't even bother using this proc.
I've also tried Chance to -Recharge. This is really hard to tell on the mobs. It's only 25%. There is no "graphic" that shows -recharge is slower. I put it in Lich and Grave Knights just to test it and I also can't notice any meaningful difference. Maybe it is better in pvp...?

World of Pain is perma'd, and have a few powers that are just mules.
Go ahead and tear it apart, the only MM I have is a bots/ff and have him set up as a tankermind. This is the first attempt at a melee centric mm build.

Depending on level and how you play your Necro MM, there is value in checking what Hammi-Ohs bring for optimal accuracy, damage, endurance, and mezz combos.

That said, the -recharge isn't likely to be very noticeable; it probably works best if you've got other sources of -rech to stack with. And the -recovery one, well, maybe mildly useful in PvP (unsure, I don't PvP in this game), but for PvE you really need -100% recovery *and* -endurance paired to get any meaningful results. Mobs just don't burn through their endurance fast enough to see any impact from minor debuffs like that.

This is why Hammio's have been repeatedly recommended. And why the chance for negative is so great: it tests on all but one power.
