Not sure why Madeleine Casey didn't offer her but they only offer a limited number (3?). She may juts not have been in the list.
Madeleine has five introduction choices at that level, and I don't think you ever get more than three at a time. If the third one was Maxwell Christopher, then any one of those can introduce Tina, but it's also possible that after you choose one, Madeleine will offer more introductions. I've had it happen with some contacts before.

Okay, on a couple of my 40's, I've been able to just walk up to her and click on her and pick her up as a contact without being introduced by anyone.

another way is to run the newspaper missions and safeguard mission. When you return to the detective after the safeguard mission, he will introduce you to a contact if one is "in the queue". I've had Tina introduced this way in the past.
Should be easy to speed complete newpaper missions as long as you stay away from the rescue/escorts. FF plus a few purple insps should let you click glowies without interruption.
We don' need no stinkin' signatures!
I got Maria Jenkins using the new Find Contact button. Try that.

I didn't even get introduced. Find Contact just told me to go to her.
My Force Field / Fire Blast Defender dinged level 41 Sunday night. I thought, "Great! Now I can get Tina MacIntyre's mission arc and start working on the Portal Jockey badge!" I sped through five radio missions in Peregrine Island, did the Founders' Falls Safeguard mission, went to talk to Mr. McLord... and no Tina MacIntyre. He offered me Indigo, Madeline Casey, and someone else as contacts.
"Great. Well, I'll just pick someone, run their missions, and then I should be introduced to Tina."
I selected Madeline Casey. I mean, the Madame of Mystery is a chump, right? And who doesn't love Carnies?
So I spent four hours last night soloing Madeline Casey's mission arc on my Force Field / Fire Blast Defender, including three "Defeat 45 Carnies in PI" hunt missions. When it came time to confront the Madame of Mystery, I recruited some help and took her out. Then I called Madeline Casey up, and asked for a new contact.
Indigo, Janet Kellum, and some other guy. No Tina MacIntyre.
What does a guy have to do to unlock Tina MacIntyre as a mission contact?!
I mean, as much as I enjoy soloing Carnies and Malta on my bubbler...
