Nope. In order to unlock a contact-locked TF on a character, you MUST do the contact. Via Ouroboros if you have to.

For the Caverns of Transcendence you have to do Talshak the Mystic's arc (either by being introduced to him or do his arc via flashback.
For the Katie Hannon Task Force you have to do Buck Salinger's arc (either by being introduced to him or do his arc via flashback.
For the Hess Task Force you have to do Lars Hansen's arc (either by being introduced to him or do his arc via flashback.

I always knew that you could unlock TFs like Katie Hannon through the arc, but then a player in game said that once you do the TF, it unlocks for you even if you haven't done the arc. Is this true/confirmed?
