Its a bad design.
I think the Devs will be looking at changing it based on the amount of players who have commented about it.

Part of it, however, is say you have all 12 slots full on freedom (no extras) drop to perm, unlock a slot on freem that has no character.
When you re-VIP, a systemthat auto-unlocks would not let you choose to unlock the 12 from when you where VIP or if you want to leave one locked and unlock the one from when you were prem.

All right, so no mass unlock, then? One thing that be nice, I think, is a box to the side, like a multi-answer question. Click those you want to unlock so only have to hit the unlock ones.
Sure, maybe hard to code, but ah well. I'll stick to unlocking the characters I use immediately, and unlock based on who I feel like playing.

I too am about to go from VIP > briefly Premium (a week) > VIP.
I'll have to re-unlock everyone?
Let's say during the week I'm premium, I play and unlock two characters. Will they be unlocked when I revert back to VIP?
If I unlock characters as a VIP, does that count against the unlocking limitations that Premiums have?

If you drop from VIP to Premium, those slots (and the characters on them) will (Or should anyway) still be open. But all other slots on all servers are locked. You can open them with any remaining global slots you have left, or leave them locked.
When you switch back to VIP from Premium, you will receive 12 free server slots (the second kind of slot unlock) for each server. (You actually only get these on servers you visited while a Premium player.) You can use those to unlock any 12 slots on that server to get you back to the 12 you are supposed to have as a VIP. But again, if you have already unlocked a character or slot using one of the Global unlocks, it will (should) be unlocked already, thus you can use that server unlock for another slot.
This is all as I understand it is supposed to work, from what I have read and heard from players that have actually done it, and what I saw in the Beta. I won't know from personal experience until my second account drops to Premium in January. So I could be wrong about the details.

Just dropped (ever so briefly) to Premium. I didn't realize my account ran out today - I thought it was tomorrow - And rather than get involved in a single-player game with a story I haven't already heard a million times (like CoH's), I decided to just renew.
As I feared, because I dropped down to Premium for about 4 hours, when I logged back in after re-VIP'ing, all of my characters were locked. I have 36 characters on Infinity, and the log-in screen says I have 36 unlocks.
So they're all locked, and I have enough to unlock them. That's all well and good, but what happens if/when I drop back to Premium? Will they re-lock? Will I be resupplied with more unlocks?
Slightly annoying, is all.
