They do not have to be villains, and some people do play them as heroes. (I don't happen to know any of them... :-P)

No, they do no have to be villains. Yes, anyone CAN play them as heroes... as long as they have access to that AT.

You can play them anyway you want, especially now. You choose your archtype and if you go through the main game intro, you'll choose hero or villain via the tutorial.

The only classes restricted in initial alignment are the Epic Archtypes. Kheldians always start as heroes, Soldiers of Arachnos always start as villains.

Beyond that everything can start as either pure alignment.

No, they're all the same. Creating a hero MM is the same as creating a villain MM, you just make the hero choice in the tutorial instead of the villain choice.

Alternately, you redeem your villain MM to become a rogue MM then a hero MM.

The Patron Power Sets still require you to unlock them via a villain arc (available at 35+ to Villains and Rogues), and all standard ATs can use them (plus SoA). Once they're unlocked, a character can switch to/back to being a Hero and will then always have access to them.

Since APPs don't require doing any missions to unlock, anyone (sans Kheldians and SoA) can use them once they ding 35.

Those are patron pools, which are technically available to every alignment (all ATs too*), but the mission to unlock them is restricted to villains and rogues.

There are "vanilla" epic pools that are available to everyone** as well which do not have prerequisite unlocks.

For the APPs that Masterminds have access to (available on both red and blue side,) look right here.

As for hero masterminds, yeah, I was probably the first MM on my server to change over to rogue and teamed with some people in PI for the new Maria Jenkins stuff. It was fun, and all of us thought it was kind of weird. But I see them all the time blueside now.
