Paragon Market reseting card on file feature and unable to complete transaction
Just to be on the safe side I called my bank to make sure my Card is on the up and up and they said that my Card and Balance is fine and that any problems with purchases at NCSoft is on their end.
Like I said in the above posts two of my friends are having this problem as well, and none of us can use PayPal either.
You can buy points via the NCsoft master account page... infact i would recommend doing it that way, and *then* buying the stuff that you want in game.
Already tried this and Im really aggravated because Street justice is out and I want to play it but the Paragon Market won't let me purchase points.

I tried ingame Paragon Market, I've tried NCSOFT account. I've used my CC, I've used PayPal. Still won't work, I called my bank and they reassured me that everything is fine with my card and my balance. Whatever the problem is, it's NCsoft. Nothing my Bank or I can do about it, my friends also have this same problem!

I've had a similar problem since Freedom launched.
The store will not accept my Discover card as a payment method for points, even tho that's the card the account is billed to. Trying to re-enter the information in the store's 'update billing information' always results in a pop-up saying that the card number/cvv is invalid for that card type even though I have the card in hand and have triple checked the info (& yes, I do have Discover selected as the card type.)
Yet I can enter the same info on the website account management & it accepts it there fine.
So I wound up buying points via PayPal ... using that same Discover card that the store just won't acknowledge. :/
So ... no advice for you other than that you're not alone in the store's wonky-ness.
The store's probably being hammered right now.
There's also problems with authorising your card for purchases; I tried doing that a couple of hours ago (thinking I would like to buy a couple of things) only to be continually denied. Even going into my account and reentering everything just gave this error:
- Error processing transaction.
- Declined

Six hours ago I called NCsoft billing/payment support and they can't help me, gave a reference number and told me to wait for a email response from account services. Still haven't heard from them.
Because I am so frustrated that I'm unable to play Street Justice I decided to test something to try and get to the bottom of this.
With the same CC I've been using to Subscribe and Buy Paragon Points, I attempted to buy more game time. Here is the message I received. "There was a problem processing your request:
The order did not pass risk management assessment."
now this is the message I was getting from the Paragon Market
"We are currently unable to accept your order at this time. Please try again later or visit one of our retail partners."
I called my bank earlier and they said my card is fine and so is my balance so the only thing I can think of is NCsoft flagged my card for some reason?

All I can say is NCSoft's system is one of the ****ing DUMBEST I've seen in several years. I know they want to guard against chargebacks. But they've got so many people right now essentially doing this:

On a hunch, I decided I would try and buy some points (again) and when prompted to use the CC on file or 'Buy with CC', I took the latter and entered my details. It had one of those Captcha random word generators and I entered it....voila! It not only confirmed the purchase, but validated my card!
I recommend all of you who are having this problem to try it as it fixed me right up.

The "Risk Management" error details indicate that something in the attempted transactions triggered our fraud prevention system, and that's what is preventing you from completing these transaction types. When making a purchase from the NCsoft Store, please ensure that your Internet browser and computer are not set to block any features from our website. Also, please confirm that all of your contact and billing information is correct and up-to-date. I am forwarding this to the Account Support Team so that this billing issue can be cleared up. Apparently the above fixe mentioned was only a temporary one day pass or some dumb ****. Because I'm still getting this error and my sub will run out today on the 14th of OCT, unless this problem was fixed today I won't be able to resub with my Visa or make Microtransactions.
I'm not going to Gamestop to buy a time card, NCsoft. I have plenty of money on my card and if you don't want it I'll take my money elsewhere. Currently I'm having a ball of League of Legends and I've already blown like 30 bucks on Champions and Skins.
Me - "Yesterday it worked fine, but today I'm having the same problem. Listen my subscription runs out next week and if you guys can't fix this problem I won't be able to resub and throw away money on this game anymore, either find a solution that works or kiss my sub and micro-transactions goodbye. Hello Brian, The Risk Management system is not broken and is working as intended. The fact of the matter is, your purchase attempts are displaying characteristics commonly found in known fraudulent purchases. If that were not the case, you would not receive the Risk Management message and your purchase attempts would not require manual review. I'm sorry, but that is the situation. What am I doing thats fraudulent? I'm using my Visa Debit Card to purchase items on the market, I use my Debit card every day NCSoft you are the only one who has a problem with my Debit card purchases. I just made a $400.00 purchase from newegg.com for a couple of 21.5 inch monitors and they dont have a problem accepting my Debit, why do you have a problem if I buy $5.00 worth of Paragon Points or a $15.00 sub.
Like I said my subscription runs out today I "Was" having fun again on CoH but you, yourselves are restricting me from giving you money. I'm sure no one will read this but I bet more people are having this problem than you think and your losing money Paragon Studios/NCsoft.

is having the same problem as me and my two friends. Thats at least four people affected by this same problem, $60 worth of sub right there and they cant give you more money NCSoft/Paragon Studios because of your broken risk management system.
We've contacted support multiple times and they can't do anything to fix this problem I was on the phone, I sent in support tickets they wont tell me how to fix it. It's something on your end NCSoft/Paragon Studios! Fix your risk management, I've got tons of money but you wont accept it because your dumb.
Two of my friends and I keep receiving an error message that says the Market is currently unable to complete transaction when purchasing Paragon Points, we've tried Credit Cards and PayPal. Furthermore it resets the card on file feature every time we attempt to purchase said Paragon Points.
Another issue the Paragon Market has issues registering keystrokes so entering in your CC number is a pain in the butt, you keep having to stare at the screen and make sure the keystroke went through. This problem also occurs when entering in your account name and password on the Paragon Market, sometimes confusing the user and eventually end up resetting their own passwords.
