If not, /Em might be fun, as scrappers do not have that available to them.
Just a quick glance. One thing I noticed was the knockback protection IO in CJ. With Integration, you aren't likely to get knocked back, ever.
Will have a closer look when I am feeling a little better.
Also, whats your budget? and will this just be an all purpose, teaming, TF, and trial brute?
This is what you have mentioned at the top.
Anyway, here's the rundown:
30.3% Smashing/Lethal defense (really wanted to soft cap, but couldn't find the room).
20.3% and below for everything else.
31% Smashing/Lethal Resists.
26.9% and below for everything else.
Only 40% recharge without Hasten and Incarnate stuff.
631% (45.88 HP a second) Regen with only toggles active (no clickies).
1746-ish HP without Dull Pain
My build has 35.3% S/L Def, all you need is a small purple and your softcapped.
Everything else is lower, but most attacks have a S/L component to them
31.3% S/L resists. Just like with Def, all other resists are lower.
45% recharge without hasten.
648% Regen (53.4 Hp/sec) Passive regen
1978-ish HP without dull pain.
I also picked up Tactics, a personal choice for me, instead of Revive. Revive is a crap rez power, and Tactics provides you something you can't get just about anywhere else, confuse and fear protection.
There are also 5 slots that are left, as I have no clue how to slot the Earth Mastery powers.
Keep in mind, the HP and regen totals are with the accolades active.

Willpower has more passive regen than Regen does. Who thought that was a good idea?
Can we get a fix for Energy Melee instead of more new sets?
Thanks for the advice. Honestly though, I've never been a big fan of Energy Melee. Plus, Stone Melee has a great AoE mitigation in Fault... and a somewhat decent one in Tremor (although I must admit I really hate the activation time for it). I'm going to be looking at my build again to see what other changes I can make to improve my defense... and try to get Dull Pain perma at the very least. My budget isn't too great, though. I do have a scrapper regen I can unslot... I think it had quite a few good sets on him. But other than that... yeah. The only reason I even took Fortunata Hypnosis was because it's pretty much the cheapest of the purple sets.
Stone Melee is miles better than the pitiful EM we have now.
And it may be, along with katana, the best primary for /regen - My frail SM/Elec Broot, when she was on SOs, could tank SFs at level 25 - there was no Energize back then, but Fault and the mallets makes her sturdier than most Brutes I have till today.
Also, Stone is kinda the most end hog primary, which regen compliments well. God it was a torture until I got power sink, and for the longest time I had my attacks only slotted for acc and endred. But regen gets QR at level 4, so you'll be fine on end.
any reason for having a KB IO in CJ?
Thought I'd share a similar build as well, except I went with Fire Melee, this is turning out pretty good. I think the only big difference is you guys pretty much have twice the regen I do.

I thought so many Knockdown procs in my attack chain might help more on mitigation, but I changed my mind and decided to take them out.
From what I can tell, you don't have integration toggled. That makes up quite a bit of the difference.. however.. you are still a little short. But that's probably just a simple IO matter.
Anyway, I moved some stuff around and managed to get:
38.9% S/L defenses, 27% melee
17.7% and below for everything else
31.5% S/L resists
16.6% and below for everything else
642% regen with only toggles (integration included)
1802 HP without Dull Pain
47.5% recharge
Should be pretty interesting to play. It's a shame this build is ridiculously expensive and will probably take me forever to complete.

Well, with the new Story Arc, Who will die? It should be a little easier. Being able to grab a hero merit at 10 helped me. Between doing that and the hero side TF's I've been able sto slot my Fm/Wp with all generic IO's, and have around 100mil Inf. Though I freely admit to having no clue how to work the market. I also have a perf shifter +end Slotted.
Also, I know EM is a shadow of it's former self, but the Op did state that he wanted a set that was unavailable to scrappers. That was the only reason I mentioned it.
P.P.S.
There is currently a bug in mids if you have, I believe it is the tier 3 and 4 incarnate that increases healing/regen. Can't remember what it's called. They are working on fixing that.

Apparently Mids has been updated. I wanted to see what could be done. How's 100 KP/Sec with 33% S/L def with 31% S/L res sound?
Of course, thats when DP is up. Of course, while haasten is up, DP has 106 sec regharge, compared to its 120 sec duration.

Can we get a fix for Energy Melee instead of more new sets?
Okay, I just started this build today, so I'm open to any advice anyone can give me. I wanted to make a Regen brute using a combo that wasn't available to Scrappers as well... so it was either SS or SM... and I choose SM. Haven't played the set in a *long* time and I have even littler experience IO slotting it.
Anyway, here's the rundown:
30.3% Smashing/Lethal defense (really wanted to soft cap, but couldn't find the room).
20.3% and below for everything else.
31% Smashing/Lethal Resists.
26.9% and below for everything else.
Only 40% recharge without Hasten and Incarnate stuff.
631% (45.88 HP a second) Regen with only toggles active (no clickies).
1746-ish HP without Dull Pain
I kinda went for a Jack of all trades type deal. Started slotting for Resists first, looked for Sm/L defenses second, Recharge next and finished up with any +regens and +HPs I could find. I get the feeling I should have gone in reverse order... so I wanted to get your opinions.
