Afterburner change needed.
I toggle Afterburner off between uses because I like the startup animation and sound (though I wish the sound was louder).
P.S. Oh, and allowing flying characters to place a Portal sounds fine to me.

Afterburner gives you the "Affecting Self" status. Presumably this is why you can't cast the portal while it's active.

Other people can use the portal you cast as well. Therefore if you could cast the portal you would not be only affecting yourself.
I don't think you understand what "Affecting only self" means.

Which isn't in the slightest what determines what you can and can't use when you are "only affecting yourself." Portals are a pet summon, and pet summons are disabled when only affecting self.

Ok, I get that the ouroportal won't work if you're flying.
My toon just got afterburner. The power is on, but she's not flying. Yet, the ouroportal won't work - presumably because of Afterburner.
I like to leave it on because it has a pretty slow recharge time. It's my intention to use it as an out of mission toggle. If I turned it off every time I landed, I'd lose the time Afterburner saves me.
I know this is probably working as intended, but, it would be more fun for me if the portal could be cast while flying, or alternatively, let it be cast with afterburner on.
It's just an annoying thing to deal with.
