I believe villains still need to do paper missions in Port Oakes first to get new contacts.

Went to the Paragon wiki and read up on the newspaper and got one. One thing I couldn't get was how to get the mission that lets me raid atlas. I'll I could gather was that I need to be under level 10... I'm 7 now and really want to hit Atlas.

Most other levels it's after 6 missions, IIRC, but it's much faster for the lowest level.

Kuzman opens up 2 contacts, a doctor whose name I can't remember and Firewire. Did you do either of these 2 arcs? Both of these contacts opens up a Lt that is a Longbow turncoat. This makes up one arc.
A new contact named Dr Graves has an arc that opens up at level 5 have you done his missions yet?
If you've completed these contacts you can find more contacts by clicking the contact button underneath your navigation bar. There is a Find contact button that should introduce you to Mr Bocor and if you are high enough level Ventua should be listed as well.
Mayhem missions are some of my favorites. at levels 5 and 10 they need 3 paper missions then you get one, and at 11+ it takes 5.
You can see your progress on the contacts tab because the contact relationship will fill with red as you do more and more.
don't forget you can autocomplete one mission per 3 days to get credit and move closer to the mayhem faster that way too =)
Some advice:
Don't rush to the bank, take your time and break as much stuff as you can on the way. You get bonus time for almost anything you smash and for each spawn of PPD. Plus a bunch of longbow will ambush you based on invisible traps scattered around the map so if you run straight to the bank you'll have a huge swarm of ambushes that can be very deadly.

Decided to make a new villian, skipped the tutorial, ran the missions for Kuzman. Now what? My new hero got a new contact when he finished the starting missions but my villian didn't.
