Need help in choosing a server
You're going to find a focus on Incarnates on any of the servers because that is The New Shiny (well, we've had it for nearly a year, but it's relatively new and still ongoing), but lots of people have low-level alts running around, especially now with new powersets and new low-level content.
If you intend to mostly solo then server population isn't going to necessarily be a big issue for you; it sounds like chatting with the community is your main interest, and I believe most or all of the servers have their populations concentrated in their global channels (note that while these channels may be server-themed, you can join and chat in them regardless of which server you play on). On Pinnacle server (my home), for instance, the two big global channels are PinnBadges (originally just for badge-hunting, now for forming teams or even just random chatter -- not for the faint of heart btw) and Cozmic's Playground (basically the same as PinnBadges minus most of the chatter). You can find global channels by right-clicking inside your chat window and selecting, I forget exactly what it's called but something like "Find Channels". Or if you already know the name of the channel you want, select Join Channel. You may also wish to check out the server subforums to see what each one has going on. Usually a server's subforum will have posts from people planning events like costume contests, or running Task Forces or other content. (Pinnacle subforum, as I used for an example before, is pretty dead, but that shouldn't necessarily be used as a sole measure of server activity.)
Another point: don't judge server population based on Broadcast chatter. The level of Broadcast chatter in Atlas may give you a good idea of relative server population (i.e., Freedom and Virtue have a lot of Atlas Broadcast chatter, other servers may have little or none), it's not a firm indicator of how many people happen to be on the server. The game is mostly instanced (although the new low-level stuff shies away from that a bit), and mission maps have their own separate Broadcast channel. Plus, there are a lot of city zones for heroes to be spread across (villains have fewer zones so there's a little more density). That said, you are correct in your observation that the EU servers are among the least populated, although I'm sure they each have their own close-knit communities that would be more than welcoming to a newcomer.
On a final note, and I may be wrong about this, but I believe the server load indicators on the server select screen are currently buggy, so you may not want to rely on those either, at least until it gets patched.

Don't worry about being a non-RPer on Virtue. They really don't care. They may ((fill up the broadcast)) a good bit ((with a lot of parenthesis,)) but there are plenty of non RPers and light RPers there, too.
Meanwhile, try Pinnacle or Victory.
Of course, I should note that Exhausted... er, Exalted is the "new shiny" server, so there are people rushing there to level up new characters. It IS VIP only, though, so if you ever drop to premium, you won't be able to run the characters you have there.
Yeah, I find way more non-RP teams than RP teams on Virtue. It's not an official RP server so don't feel like you have to RP or anything.
If you're big on solo'ing, from what I remember, Protector is pretty solo friendly. Albeit a quiet place to be (sometimes you're lucky to find 4 50's online at peak hours), but if that's not an issue for you, then go for it.

Freedom, Virtue, Exalted
Guardian's always been a decent mid-population server with a good community; I've called it home (with occasional forays to Pinnacle and Infinity) for going on 7 years now and it's a nice place to be. Usually a bit higher population than Pinnacle (which is also a good place to be) but I doubt you'd be disappointed in either server.
Let me underline the comments about global channels though; they really are your best resource for teaming and general socializing. On Guardian the big ones are "Guardian", "Guardian's Team" and (once you reach 50) "Level 50". "Guardian Incarnates" is growing, but it's pretty much a level 50 only channel.
I've leveled one character to around 30 on Virtue and frankly I found the jerk to good player ratio swayed a bit too far the wrong way. It's a lot better than Freedom but I still ran into more jerks from 1-30 on Virtue than I have in the last 3 years on Guardian. Of course it's also the only server where someone else has my namesake (grumble grumble). I made sure to snag "Call Me Awesome" on all the others.

Now I'm not, a 100% solo player. Usualy in a MMO I first start a dps/tank char and level him up to max lv the normal way doing quests and enjoing the story (CoH has some fun story arcs) and then I end up roling a support or "priest" party-friendly type and he becomes the main char
I was thinking about Guardian and Pinnacle before so I think I give them a try

Now I'v got nothing against Virue. It looks like a big and fun community but I thend to stay away from rpg servers. I never know how to act around rpg players. Don't want to force ppl to act OOC nor am I good at even light rp a char.

Hey guys Im quite new to the game. I'v been playing for 3 weeks now on Virtue but I found out it is a rpg server and Im not a rpg type of player so I can't fit in to the community and play solo most of the time.
Im looking for a server that is quite alive and not populated by lv 50+1 god toons only
What servers are good for a casual player who has time to lv only one character at a time and want's to chat about everything and nothing on the chat from time to time.
Im from EU but the 2 european servers look a bit dead atm.
