No. Wings only flap when you are flying or jumping. Otherwise the animations have them folded in.

As a sidenote to your question people have been suggesting for years the idea of "fixed wing" costume options. It looks like the Devs are finally getting around to that with things like the fixed wing Celestial costume item. Hopefully this means we'll be getting other options like that soon.

Superjump also extends the wings. I think ninja run does as well, but I have only seen that firsthand on the celestial wings, where they definitely go to the "on" position whenever it's toggled on.
Celestial Wings have the option of "Always Open" or they can function like regular wings.
So, hopefully a simple kind of question. Is there any way to have a winged character have their wings extended while they are running (rather than folded at their back)?
