Question about Tough and Fighting Pool

From Patch Notes:

The first and second tier powers in Fighting, Concealment, Leadership, Presence and Medicine are now available at level 4 instead of 6.

Am I reading this incorrectly but shouldn't Tough be available at level 4? Do you still need to pick Kick or the Punch?

Also, did they change tough? The detailed information now says it gives 11.25% resistance to *ALL* damage... That seems better then a lot of toggles in Defensive sets.

Tough is a Tier 3 power. Kick and Punch are the Tier 1 and 2 powers. You'll still need to pick either punch or kick before you can pick Tough.

11.25% to all is PVP only. In PVE zones you'll only get resistance to S/L

What warden said. It sounds like you have PvP attributes enabled, or there's a bug in the display values. In PvE, it's L/S only.

Its a bug I don't have the PVP attributes enabled I just checked on another character that had Tough.

Hasn't the text on Tough been bugged for a while now? I think I've heard something about this before, though I may be thinking of something else.

Regardless, it is only Smashing/Lethal resistance.

I thought the original plan for I21 was that Tough (along with other Tier 3's like Fly, Super Jump and Teleport) would no longer have pre-requisites?

IIRC, it was that way at PAX, but they changed it to only travel powers. I don't know if this was a change of heart or unintended in the first place.

Presumably a "tier" is any set of powers with no dependencies on others within that tier (i.e., powers that all unlock at the same time--or by the same criteria--are in the same tier). I don't know if that is the official definition, but it certainly seems to be Spad's.

I do know some players refer to them that way. On the other hand, I don't know of anyone that calls level 32 powers T8 powers.

Mostly I think the community is inconsistent in how it uses such terms.

That's the way it was described in the original game manual (which I can't find) but the Patch notes have started using the word Tier when they should just be using the word Power.

All pool powers have a prerequisite. Tier 1 only has the prequiste that you can't have already chosen 4 power pools. Tier 2 you must have chosen a Teir 1 from the same power pool. Tier 3 you must have chosen 2 powers from Teirs 1 or 2.

The devs just added 4 brand new Tier 3 powers to the game but for some reason these all got named Tier 5 Powers in the patch notes.

Probably a carry over from how we refer to Pri/Sec powers. I know I personally try to avoid "tier" with power pools.

As far as referring to the first and second powers as T1 or as T1 and T2 - in this game, very few powersets (Master Mind Pets, Dominator Assualt, and Blaster Manipulation) are not only shared by ATs, but as primary for one and secondary for the other. As such, we've always use "Tier" to refer to the "Power number" since power choosing differs in primary and secondary sets.
