Leveling pact broken for no reason.

They said specifically that the level pacts were going to be normal until the headstart was over and even after it is over, any already existing level pacts would continue to function as they had previously.
This is most definitely a bug.
Know issues list as of yesterday does not include level pacts

They are supposed to function until the head start is over. Then no NEW pacts can be made, but existing pacts are supposed to function after that date.
Which is why I am getting my pacts done now.

The plot thickens.
I created another character, and tried to invite the left out character to a level pact, and am being told that the character is in a level pact already. Yet that character is getting full XP.
So, in a nutshell.
Two characters were pacted at level 2.
one character was leveled to 16, at half XP
Second character never got it's half of the XP
Second character is now in a ghost level pact and cannot enter another
Third character cannot invite second to pact due to the phantom full XP pact that I cannot seem to break now that it has been "broken"

I am going to guess this is a side effect of MARTy. Completely unfounded, but there it is.
I'm sorry to hear you're having problems with it. I've created and leveled 3 different pacts since head start began. I've deliberately broken 2 around level 20, and the third hasn't gotten that high yet; I don't seem to have the patience for half xp, but they all seemed to be working correctly.
You can give them some time on the petition, but headstart is limited and I'm sure they are swamped. Deleting and recreating the bugged character might be faster (although you would never get those 16 levels back).
