I would guess the former, there are doubtless several thousand people hamming the update servers for a 2.5Gb patch, if you've got an up to date Beta or Test install then I'd suggest copying that across on top of your live install (sans "user" folders) to save yourself a lot of time.

Updated for me right quickly here in the UK, but I imagine I downloaded it several hours after everyone else.

I am STILL having this problem. I close down the NCsoft launcher completly, reopen it, try to update COH and..poof I get stuck at "retrying connection..." without it even trying to connect in the first place.
This same problem kept me from even beta testing Issue 21 as it had the same glitch every time I tried to install/update.
What gets me is that I am downloading from test with no problem.. it'll take me a few days but it is better than nothing..unless they patch it to fix the new things
