Beam Rifle will be available with i21, but must be purchased through the Paragon Market.
Street Justice will coe out after i21, likely after 1 or 2 months.

My guess on Street Justice [and it is cool] is that they will release it in 4 - 6 weeks just as people's current subscriptions are up for renewal.

That way the VIPs will have the opportunity to get it without spending extra money. VIPs, as of today, will have at least 800 PP to spend. If they choose to spend that on Beam Rifle they'll need a couple months to get enough free points for Street Justice.
If the devs are really as focused on catering to the VIPs as they've said they are, they'll wait until the VIPs can get the set for free before they release it.
That doesn't mean everyone will get it for free. If you choose to spend your points on other stuff before then you won't have them when it's released, and that isn't the devs fault.
Personally, I'm probably going to get a few costume pieces and sit on the rest of my points, as I'm not particularly interested in Beam Rifle.

I'm with claws, not getting beam anytime soon. I'll be putting my points to costumes and storage (recipes, salvage, inspirations, and auction) for quote some time. Beam rifle I may or may not ever pick up.
