u can still get that badge in the ouro arc
It's not about the badge, it's about being in a decommissioned zone. The last people to be able to log in to it. 
Perhaps I was a little unclear... if you make a character on Live and log out in Outbreak, then copy them to Beta, that character is still in Outbreak. The zone still exists, it's just that new characters can't access it. That's what this is about. After Freedom goes live and new characters go to the new tutorial, we log in to our characters made today in Oubreak.

I ran it with a parked toon Sunday.
It felt really wierd (not sure why as I've only done the new tutorial once).
Also, when I got to the end, it stll let me choose Galaxy as my starting zone, and I got sent there for a few seconds before getting booted to AP.
It's weird seeing Outbreak NPCs with the new contact coin above their heads. 
I only made one character parked there, so I'm not going to complete the tutorial on him. I wonder how many characters across all the servers are parked in Outbreak?
Likely quite a few. Probabilities say it is likely to be mostly name-camping.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
