Reincarnation/Rebirth
I would really love to be able to reset my character without losing all that extra progress.
I absolutely disagree with the idea of granting a buff for doing it, though.
One benefit that might be appropriate for resetting a character and leveling it all over again with a new AT or Powersets would be enabling the player to change to any of the AT/Powerset combinations he did level to 50 whenever he respecs. Perhaps even allowing his multiple builds to belong to different AT/Powerset combinations. While this provides extra flexibility, it would not grant characters any real power increase.

Optionally, some way to send enhancements to an invisible bank and get them as you can use them
1. They said no to a market merger too, or probably F2P, etc. Just because they said no is not an argument against a suggestion.
2. For every 100,000 instances of a player saying the devs said no, there are maybe 1 or 2 actual dev statements to such effect often years previous or by people who are not with the company any more.
3. A statement suggesting support of an AT respec has happened or so I hear.
A game is not supposed to be some kind of... place where people enjoy themselves!

I like the idea in general. Even if it's not implemented in the exact way suggested, it would be nice to be able to "shelve" old characters, so they keep their badges or whatever, but still be able to use their name without deleting them.
As for people saying that if it had buffs it would "punish" or otherwise take from people who didn't do it, I would view it more as giving to people who did do it, rather than detracting from those who didn't. However, I think that whatever bonus it did have should be minor enough that it's not "essential" to gameplay. Maybe a small power, usable every ten minutes, based on the previous AT.
I think its something that should be earned. In game.
