This is valid, I have wanted to do the same thing myself.

I mean we don't need the shapeshifting powers, just give us the shields and blasts used by Khelds and divide the VEATs into multiple Widow, Fortunata, Crab spider, Bane Spider, and Huntsman sets (well, probably two for each given the extra armor powers and all).

sunstorm always felt like a fairly generic PPD PB thats an EB/AV
on the arachnos side of things, kind of got me there, i think the only signture that looks fairly generic would be regent korel for AVs, and i think there is an EB ranked bane spider executioner (night widow nocturne is pretty good for generic night widow, but that will limit your arc to a specific lvl range)
thats all i can think of though but i know it doesnt cover as much as we could do with custom enemies

And you're so stuffed if, like me, you want EBs and AVs that are named and slightly customised Banes, Widows or Crabs.

A while back... I was making an arc featuring my Soldier as the main enemy... trying to use it to tell his characters story. Imagine my surprise when I find out that VEATs aren't even an option in the custom critters screen. I had to settle for making him a Mace/Invuln Brute. That makes my panda sad.
It's...well, self explanatory, really.
Shapeshifting seems to give PPD PBs no problems, even if you might have to limit the NPCs to one form or the other.
And VEATs have no excuse. Just make it so they *have* to have custom picks, and limit how many they can have.
It's immensely frustrating trying to make arcs for and including an Arachnos SG when I have no access to VEAT sets. Not to mention that, while all the others can at least be re-coloured, Crabs can't.
Oh, and no EB or AV class bosses other than signatures. Which fails on a massive level.
So, some AE love, please?
Or is that like asking for mature Moon Cheese?
