Dynamic Neighborhood Difficulty
I'm not sure how much time this would take, or how difficult it would be to implement, but is there any way that the red/orange/yellow/green borders on the map be replaced with something that shows a color that is based on what level your character is? So, in your early days, you happen to accidentally wander into Talos, and you'd see that the neighborhoods in that zone are outlined in purple, letting you know that you shouldn't be there. I think it would be a good way to help people know what zones they are appropriate for, while also showing people where to go if they want more of a challenge.

Say for instance, I go to New Sparta in Talos Island. I believe the level range there is 22-26, so the text would be something like this, on the player's screen.

The System channel in the chat box already displays messages when you enter new neighborhoods. Maybe it wouldn't be too difficult to tack on a level range to that message? Sure it's in the chat box and not the main playing area, but it couldn't hurt for more players to keep a better eye on system messages anyway, honestly.
Now as to the original idea of having the map dynamically re-color neighborhood borders... I like it. The dots for contacts and other marker points can be toggled on/off, and appear as overlays when active. This would be lines instead of dots, lines that re-color themselves based on your level (and perhaps also adjust for difficulty setting). I'm not saying I think it'd be easy, but it's not such a stretch to believe it's possible.
Vidiots Maps also has that info, not in a separate window, but on the map it's self.

The colors on the neighborhood borders on the maps are fine as is and they are simple to figure out and serve the same purpose the OP is suggesting so /unsigned.
Well, it wouldn't serve the exact same purpose. It could change to all red during zone-wide events. If you had a street sweep mission, it could blink the borders of areas where those mobs exist. It could allow for more flexible mob changes in the future, by showing the respective color for the highest mob in that neighborhood. They could ultimately be able to re-level a zone more easily, and players would still know if they are appropriate for that zone. I'm sure there are other uses as well.
