I think they are just gearing up for it. Also September 1st seemed to have been the intended target for launch but I believe they had some hiccups along the way which is to be expected.

We've been saving Paragon City for eight and a half years. It's time to do it one more time.
(If you love this game as much as I do, please read that post.)
Paragon won't launch Freedom without warning. We'll know ahead of time. Sept 1st was the original planned date for the VIP headstart, but it's been all pushed back a bit.
Patience, my children, patience.
Whether it's deliberate or coincidental, they've *never* been able to release new content prior to a long holiday weekend. The real loser here though is NCsoft because thats at least a week of potential booster pack sales lost while they get Freedom up and running. It will all work out otherwise.

The Info page on Facebook now says:
"City of Heroes Freedom is the worlds most popular super-powered MMO, that you can now play for free."
I guess there's some automatic mechanism to update Facebook and it's been set to announce Freedom on September 1.
(Plus there's a spurious "<strong>" in there that needs to be fixed.)
