Ok so lets try to narrow things down on this topic then.
We already know primary and secondary powers, most of them, generate domination. Brawl does as well.
Does anyone know any other powers that build dom?
As far as i know every attack will build domination. Similar to fury but only counts when you attack.

Well, off hand, the only power i can think of that will noticeable build domination, is Frenzy which will cap your domination bar every few minutes, if your villain aligned. Other then that, i think all primary, secondary, and epic/patron powers for sure will build domination. I'm not sure about temp or vet powers though.
I would have thought City of Data could answer your question, but it doesn't show primary powers as increasing Domination, which is demonstrably wrong.
If you right-click on the domination bar though, you can see the numeric value, which should make it easy enough to test whether or not any given power is adding to it.
I would think any attack should. I remember seeing people build Domination using the snowball temp power during the winter event. If that does it, anything should.
Judgement attacks do as well. I use Tremor and Void Judgement on my Elec/Earth dom to build domination when there are no enemies around.
So after doing a little testing on the training dummies I found out a couple neat things. I used my 50 plant/fire dom for testing purposes.
Seeds of confusion generates dom.
Vines generates dom.
All the vet attacks I have generate dom, and I do have all of them except the ghost slaying ax that's about worthless IMO.
Fireball from the fire epic generates dom.
Rain of fire DOES NOT generate dom. Not sure if that's WAI or not. My guess is since it's a pseudopet it won't because it's the pet doing damage not me.
I don't have any craft-able temps to test this out with but that will be my next test.

What powers qualify to build domination? I know damaging attacks from primary and secondary do it and brawl but do the epics build domination also?
I'm asking because I have the fire epic but I'm not seeing my domination bar fill when I use ANY of the attacks in the fire epic.
