Cloak of Fear & Oppressive Gloom

If the targets hit with Cloak of Fear only attack when attacked, does having Oppressive Gloom on at the same time constitute as an attack or will they still be trembling with fear along with wandering around drunk.

If they are stunned they will wander around despite the fear, and will obviously not be able to attack.

I was more thinking that if the stun missed would it un-fear them

It looks like supernumi is saying that the stun will unfear them but they still won't be able to attack because of the stun effect itself.

Now on a miss, I'm guessing that they will get their 1 attack/5 seconds. Then go right back to cowering in fear. But that is only a guess. I haven't ran both at once in forever and don't remember.

Thank you everyone at Paragon and on Virtue. When the lights go out in November, you'll find me on Razor Bunny.

I'm fairly sure they get their 1 attack/5 seconds, but I'm on a team constantly on my DA/WM, so I wouldn't notice anyway. I will log in and test on something for you.

e: Sitting in AE with a bunch of minions and toggling OG on in a bunch of them, it seems like the misses didn't make them retaliate. It also made me realize OG ticks faster than I thought, like once per 2 seconds or so.

Only damage breaks the fear, so if whatever you're doing deals no damage it won't break it.

Death Shroud will break it consistently, though.

Good to know. Thanks!

I'm not a big fan of Cloak of Fear as it currently stands. It uses a lot of endurance, has appalling accuracy, is somewhat reduced in effect by Dark's damage aura and it can't take a cheap purple set like Oppressive Gloom does. Fear is one of the best mez effects in the game, but I'd rather use Touch of Fear to lock down specific targets and let OG handle the minions.

Plenty of people swear by it, though, and the wandering effect of OG can be a pain, so go with what you like. I just know that I don't like CoF.

You can definitely do without both OG and CoF. Especially once your character matures, and gets other forms of protection at the end-game.
