So you think that these rich folks will be able to purchase all these types of millitary defense weapons and personnel?
From who? The hostile goverments around the world?
Now they are a threat themselves.
To many times in human history has an armed regime tried to make a utopia for themselves.
Ask Hiltler, Stalin, Pol Pot, Idi Amin, Castro and the lot, and those are just form recent history.
It never works and never will.

Only one of the hostile counrties in the world, would be all it takes. A sold off MIG or even a WWII era sub would end it all for them.
Anti-aircraft weapons will be of little use with incoming missiles, bombs and or torpedeos.
And if that was not bad enough just remember 9/11. There would be no rescue from that.
You can't have a utpoia until you end all suffering for everyone. Someone will always want and be willing to take what you have that they don't have.
It's they way humans are.
"Few restrictions on weapons". You don't think they wouldn't have anti-sub & anti-fighter batteries, radar/sonar, ECM/ECCM, flare/chaff dispensers, etc. in place? The whole thing about being in the middle of the ocean means that any invasion force (or pretty much anything short of an ICBM or Tomahawk) or people wishing you harm would be seen coming from long enough away that it would be dealt with before doing much, if any, damage.
