Kind of depends if you want to focus on Single Target or Area-of-Effect damage.
If there was a "single best" type of Blaster in this game everyone would be playing it.

I am assuming this thread is Troll bait but just in case it isn't.

Dual Pistols/Devices isn't going to win any awards for killing speed. Long animations and a secondary that focus' on utility definitely isn't going to "to do the most damage the fastest"

If you truly want "to do the most damage the fastest" then Fire will be your primary, then I suppose you can take your pick of Fire/Psy/Elec/Energy for your secondary. They are all good, but fire primary is always going to win out in terms of speed of kill. Honestly if you have fire primary I can't see the need to have any extra damage powers in your secondary, but you will want a secondary with a Build Up power.

You haven't slotted any accuracy in your powers, which will put you at a severe disadvantage when it comes to using your attacks.

And whil eothers have siad, theres no single best combo for a blaster, DP/Dev will be in the middle of the road for most things.

Since the OP is apprently new, he may not know one important thing about accuracy.

You hit consistently at low levels because the devs added a "beginner's luck" mechanic that increases your to-hit while at low levels. It goes away at level 20.

So, OP, if you have already started playing that character and figured you didn't need accuracy because you weren't missing a lot, that's going to change.

Edited for clarity. Beginner's Luck adds 20% global accuracy at level 1, and reduces by 1% each level. from level 21 on, you are reliant on the accuracy slotted in your powers, and granted by buffs and set bonuses.

You can get an appreciable amount of Accuracy from sets - five 9% Accuracy set bonuses is slightly better than a level 50 common accuracy IO in each power. I personally prefer having at least one SO worth of accuracy in each power, PLUS 3-5 accuracy set bonuses, a Kismet +ToHit Unique, and a few Acc or ToHit bonuses from other sources whenever possible.

He is already above level 22, and i have always been able to hit things just fine with my charecters, and all of them are above level 22.

i have never need accuracy enhancments

I don't know what you're personal definition of acceptable accuracy is, but even with Targeting Drone, you need accuracy in your attacks. Go fight enemies that are +2 or higher. Let alone +4.

As to your original question, I believe if you want to do the most damage in the shortest amount of time you should go make a Fire/Fire blaster or check out the second link in my sig.

Pretty much the highest damage Blaster primary is Fire Blast. Dual Pistols is on the low to average side, and Devices is by far the worst secondary for damage, so overall Dual Pistols / Devices is actually one of the weakest Blasters around in terms of killing speed (Psi/Devices and maybe Ice/Devices are slower). For secondaries the two best for high damage are Fire and Mental. Fire/Fire is devastating but you pretty much have to jump into the middle of a spawn and stay there to really get the most from it so it's one of the most dangerous Blasters to play and will require a good team or a very expensive build to operate at top efficiency. Fire/Mental is slightly slower, but still one of the top Blaster builds. It can also be a PBAoE build where you spend a lot of time in the middle of a spawn, but you can also build it for cone range AoE (Fire Ball, Fire Breath, Rain of Fire, Psychic Scream) and stay a couple dozen feet back. You can still jump in and use Drain Psyche and Psychic Shockwave, but where Fire/Fire would jump in there and stay in the thick of things Fire/Mental can jump in, hit an attack or two, and jump back out again to use more cones.

For leveling purposes, would Targeting Drone slotted with three To-Hit Buffs be sufficient? I don't play blasters but a buddy of mine just dusted off his old Fire/Devices and was asking about that and I really wasn't sure.

You'll still want accuracy in your attacks.

Targeting Drone is nice, but once you start fighting enemies with defense buffs the to-hit it grants you isn't going to help as much as accuracy.

Defense takes away from to-hit directly. So, if you normally have 75% to-hit and your target has 15% defense you will have a 60% chance to hit him. Accuracy is calculated AFTER that calculation. So, if you have 25% accuracy from somewhere, you will be right back at 75% because 25% of 60 is 15.

The basic breakdown of how your final to-hit is calculated goes like this:

To-hit--> -Defense--> +Accuracy. Or, your to-hit minus your targets defense plus your accuracy.

That is why AVs have a to-hit floor of 7.5% instead of 5%. You can get them down to 5% on their to-hit, but they get a 50% accuracy bonus on top of that.

Dual pistol probably has the worse.

Primary Id say Sonic top, followed in close seconds by Psi and Rad. The rest are really more about flavor. Not saying they wont get the job done fine if you know what your doing still.

For 2ndaries atm there is only really one. Mental Manipulation for the great mix of controls,self regen/recov, and some very potent dmg including an end aoe most consider a nuke with none of the handicaps.

Now with word of Darkness being proliferated to blasters things will definatly change after that so you may just want to hold off till then to roll a serious one. If not I personally would suggest a sonic/mental/force end game build focussing on a global recharge IO set theme. With the debuffs of sonic, the backing of mental and force for survivalability, and the right incarnate tricks your build will be tougher then most tanks and out aoe dps the best fireX3 as you wont spend most of your time eating dirt

The only comments I see off the top of my head are that Hail of Bullets is lacking in recharge. Getting that closer to the ED cap will allow you to have hail of bullets up 12 seconds sooner.

Also Personal Force Field (PFF) is way over slotted. I would take all but the default slot out of that power and put them somewhere else. PFF gives you 52% defense out of the box and with just one 50 IO that takes it to 65.9%. Considering that 45% is the soft cap for defense really anything over that unless your a tank is overkill. If you really want extra recharge just slot a Luck of the Gambler (LotG) proc in it for 7.5% global recharge.

Also repulsion field is probably a waste as well. It will consume to much end and won't do a lot to keep you alive. Consider getting rid of that power for combat jumping as a mule for another LotG. Heck you could move the gained slots from that to Repulsion Bomb which would make for a nice way to start your Hail of Bullets.

Edit: Just found more Suppressive fire is slotted for damage. It only does a whopping 14pts of damage slotted the way it is. I would switch that out for Stun Duration which is really what the power is for. If you aren't using it for stun then get rid of it.

If you haven't tried Time Bomb odds are once you do you'll want to respec out of it. So I would also consider freeing up those slots somewhere else.

you only have one slot in stamina but are trying to get set bonuses for recovery. You will get more effect just by giving up two slots for stamina.
