You'll see it at the character select screen. IIRC, it's a shopping bag in the lower right hand corner. Hopefully someone can clarify, because I don't use it.
Pretty much the only things that I know it carries are name changes and extra character slots.

Go to PlayNC. Has Superbooster packs and games, but don't see any way to buy character slots there.
You log into your account on the store and buy something there. The game will ask which account to put the items on.

For the actual in-game store with powersets, costume pieces and more fun in-game items you'll have to wait until i21/Freedom is released later this year.

If you're talking about game expansions, booster packs (Science Pack, Mutant Pack, Steampunk Pack, etc) - these are in the NCSoft store which is web based. If you're talking about server transfers, extra character slots, these are handled at the character selection screen. If you're talking about the Rocket Board, Titanic Weapons powerset, etc - these are not in the game yet and the store that will carry them does not yet exist.

The OP might be talking about the actual stores in-game where they sell DOs and SOs. Those show up on the map of the zone you are in.
