I was thinking about parking a toon at lv 12, to run AE missions only, collect tickets, and roll to make more of the low level -knockbacks and other special recipes.

So the question, is what single toon would be best to have for mass slaughter at lv 12? Also if you were going to do the same thing, but dual booting, so you have two toons, what duo would you suggest?

A Claws/Fire Brute might work well. Claws gets a good AoE power early and even with no slotting Fiery Aura gives plenty of fire protection. Setup a custom Fire Farm Ambush map with enemies optimized* to give 100% rewards at level 12 and it should work out.

*For foe optimization, custom enemies need different numbers of powers to give full rewards depends on level. Since the normal fire farms are optimized for level 50 a level 12 specific farm could probably have enemies with fewer powers.

Claws/Fire on the lowbie maps would definitely work.

Blazing Aura at L2 and Spin at L6 make it quite viable.

I did something similar on a elec/ice dominator (I figured the elec would help with endurance issues and ice had the best AoE at low levels), but a brute is probably your best bet. My takeaway was that there are about 5 recipes that are worthwhile in the 10-15 range, but the turnover is kind of slow, so I ended up just making markets and crafting in those recipes. That was a while ago, so the profit may be better now!
