Shield Charge & Hover = Fail?
I don't have hover on my SD/SS tank, but I do have fly. Shield Charge works just fine when I'm flying. I would expect it to work just fine with hover.
Throwing darts at the board to see if something sticks.....

My DM/SD tank hovers, and can attest that Shield Charge works just fine with hover. (so does soul drain!)
I really enjoy my hovering tank. I get a far better range of vision, the difference between that toon and my (quite) tall tank is startling. I can see the whole room, and often even see the blaster hiding behind a pillar, and target what's been shooting him.
The only disad is that it's slower than I'm accustomed to, even with hover speed maxed out. I have to plan for the fact that most of the team is going to outrun me by a fair bit, and devise strategy for that accordingly.
If the tank is for farming or soloing, I'd suggest getting something that the moves faster. Otherwise, hover makes for a great team tank. To me, the benefits far outweigh the disadvantages.
You must be thinking of Lightning Rod. You must be on the ground for Lightning Rod to work.
Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.
I enjoy playing in Mids. I specialize in Melee Characters, other AT's usually bore me.
I got a nasty surprise Sunday when I learned that Burn would not work on my FA tank while using a Raptor Pack. Fortunately, I had not done the respec to the planned build including Hover yet.

shield charge can be used while in the air, the power that your thinking of which you need to be grounded is lightning rod in elec melee
and yes you must be on the ground to use burn
Then it must either been a fluck or a bug when i used it or when i was close to the ground.
Curious, I seem to recall that Shield Charge and Hover was a poor combo. I remember finding out that you have to be near or touching the ground to use it at one time. Is this still the case?
As I was contemplating making a Shield/Dark hover tanker...
