You have a very cool name.

Ok, some tips:
You need to six-slot some attacks, and you do not need to slot up your travel powers.
All those PVP IO's are VERY expensive, and you're not even getting ones that are appropriate for the toon.

Ok, let's start with that: Retool your slotting so that you have all your main attacks six slotted.

Six-slotting attacks was necessary before IO sets. You can get by with 4-5 slots if you're going for a certain set bonus. The extra slots would be useful with a proc in them.
Do NOT enhance defense debuffs in your attacks. There is a limit to how often you can hit a target and you will easily hit that limit with one unenhanced debuff after you slot your powers better.
Putting 4 slots in each power makes me think this is just a troll build. If it isn't, you need to look at other Willpower builds on these forums and read about what is effective.
In general, recharge and defense set bonuses make the most difference on a character. If your set doesn't end on one of those, you aren't slotting optimally. In the case of Willpower, the defense set bonus should be giving more typed (smashing, lethal, energy or negative) than positional (melee ranged aoe) defense. If you can reach 32.5% S/L and E/N defenses you will be in a good position to stay alive in most end-game content.
Look up attack chains for Katana or figure one out for yourself. In Mids, go to window then powerset comparison. The attacks with the highest damage per animation time are the best ones to use. Recharge is explained on Paragon Wiki. Most attack chains only use 3 attacks and press buttons in a sequence of 1232 repeatedly so you can focus on your situation instead of the powers that recharge.

no this isnt a troll build...this has been my main toon since I started playing....and I believe I have a chain attack for the Katana power.....

I believe my EN is in the low 40s and FC high 30s. I don't build for recharge on a katana. It's fast enough.
I couldn't find my actual build, and the one I'd posted earlier [in a different thread] was an old asbuilt. My current build is based on this, which is cheap as dirt...well, not really, but I keep open bids on low level LotG 7.5s.
Oh, and the respec was to get caltrops...uh...RttC + Caltrops = badguys leaving my RttC area.

A question......
Does it matter the order that enhancements are placed in a given power?
The reason I ask and would like confirmation on this is that obviously in regards to how specific archtypes are constructed for optimal benefit I still have much to learn.....

I have been playing a little over 3 years and I know should have learned the ins and outs of CoH/V, however I was under the misguided impression that the way I had Sevenpenny set up was the best way....I know now that was a flawed impression. I will be attempting to "revamp" my main "toon" so that he is a load to take on, I just need someone or more than one person to guide me in the right direction....
My ultimate goal is to build a toon that does a crap load of damage and dont have to worry about endurance drain......there will be some powers that I will be removing altogether....ie Sting of the Wasp and Resurgence comes to mind, however when comes to slotting enhancements.....Lets just say I need a little more instuction as it were....

The order that you place the enhancements in a power has no effect on how they work in the power, no. But if you are assigning slots to a power at different levels (like 2 slots at 20, then the next two slots at 26, and so forth) you are not going to have the benefit of any enhancements you put in the higher slots, until your character gets to that level.
Hmm that doesn't sound very clear, does it?
OK example:
I have an attack power that is going to (eventually) get a full set of enhancements like Obliteration. I'm going to add slots to the power as I level up, not all at once. When I get the power, I want to put the most important enahncement from the set into that first open slot. Then, as I add slots later, I want to fill them with the next most important powers from that set, until I place them all. The least important enhancement (in this case "chance for Smashing Damage") will be placed in the last of the 6 slots I put in the power. This way, as I gain levels (and slots in that power) I will always have the best possible combination of enhancements slotted.
This is important if you are planning ahead in your build, but not as important when you are already fully leveled up and are just respeccing into a power that you'll have already leveled/slotted up fully. When you exemplar down, as long as you actually get to use the power (based on when you took it in your build, at what level) you will get the benefit of all the slots you have in it (though the enhancements within that power will be scaled down).

This is a /WP, but it's also a Kat/WP. Defense built for should be FCEN, only getting S/L within one DA hit if you want to. In my last build that I liked, I had to hit DA twice to get over softcap, but I was going to do that anyway.

Also, fire and cold damage are rare enough that you can ignore them. No task force or trial is composed of mostly F/C damage mobs. I can only think of one mission within a task force that forces you to fight Circle of Thorns.
As others indicate, your build is basically in a scrap it and start over state. Here's Iggy Kamakaze's Katana/Willpower build, or at least the most recent version of it I have. It's I20 at least. I haven't looked at it carefully, but Iggy is one of the best, and has done insane things with earlier iterations of this build, like solo a master of ITF no temps no insps no deaths, or take down a pylon while surrounded by two RWZ challenge spawns, then finish off the spawns.

Don't worry about not being a master of all IOs, 7. I will not post the builds my first two 50s had. The first I ran only SOs and DOs, even above 25, yeah, and actually left lots of slots unslotted. I didn't know about IOs.
The second one, my kat/wp, I slotted horribly, not frankenslotting properly, but putting in drops I'd gotten. I still have my ill/storm slotted in a very embarrasing manner [which is the reason you never see me play her in the Freedom Hoarde stuff.]
Another thing I'll add, I don't care about damage buff bonuses. Some 2% doodad doesn't compare to putting recharge in there.
And as for the suggestions where you should go S/L and not FCEN, my gal is indestructable unless the Cimerorans/Shaman's debuff her into negative values. And while fire doesn't show up much, and ice never. It does some, and in pure form, just ask my ice tank.
That all said, kat/wp has many ways to slot it. Even if you're slotted totally wrong you'd still be able to eat Council for lunch.

Now 6 slots of the same melee IO set gives you some good stuff, both total benefits and nice set bonuses.

Already a vast improvement.

Ok, some tips:
1) In gamblers cut, replace the +damage Io with a Mako's acc/end/rech triple, OR, a damage proc.
2) Remove 1 slot from Stamina, add to High Pain Tolerance. Move the two uniques to health. Slot HPT with... rhn, no, still to much.
Okay, here's a modest rebuild I think you'd like: This is still YOUR build, I just...tweaked it a bit. As a note; You'd rarely/ever run focused accuracy, but when you do, you will never miss ANYTHING.

It's far from perfect, but this would Do Well.

The order that you place the enhancements in a power has no effect on how they work in the power, no. But if you are assigning slots to a power at different levels (like 2 slots at 20, then the next two slots at 26, and so forth) you are not going to have the benefit of any enhancements you put in the higher slots, until your character gets to that level.

When you 6 slot a power, you have the benefit of the enhancement of all 6 slots regardless of what your current combat level is. This is because the game has no way of knowing what level you put those slots in at. This is part of the reason an exemped character is more powerful than one that is actually that level: They have more enhancements affecting their powers.
You WILL, however, lose any set bonuses from pieces that are more than 3 levels above your current level. And it counts that by individual pieces. So, if you have 5 level 30 Obliterations and one level 50 slotted in a power, you will lose the defense bonus if you exemp below 47, even though the rest of the pieces are still active.
It gets confusing, but the net effect is that it does not matter what order the enhancements are in your powers in.

This is not correct.

As totally simple as it sounds, I think Teamsaver is saying as you add slots, the slots you haven't added yet into that power aren't there until you add them by training up.
The order you slot while leveling up is important to the performance of the toon. But, that said, this is 7p's thread, and I've played with him. He's a 50+.
This is what I came up with using Iggy's i17 build as a template and then mucking around to take powers I wanted.

ok.... let me clarify what Im doing here....
This toon (Sevenpenny) is lvl 50 with a couple of the alpha powers (well all of them are unlocked just not all of them are slotted...yet) unlocked.
So in essence this is a rebuild....reached level 50 quite a while ago.....
