Barrier
T4 Barrier Core works like this(Taken from Dispari's Guide): Barrier Core Epiphany: +90% RES/DEF first 10s, 32.5% next 20s, 7.5% next 30s, 5% last 60s (120s total), 60ft radius
So for the majority of the time, the resistance and defense bonuses aren't significant enough to replace Tough+Weave. You could however build around them, getting up to 40% defense instead of 45% from IO's.
I'd rather save it for when it's needed instead of putting it on Auto, considering it's essentially a god mode for 30 seconds.

The barrier gives you lots of protection up front, but by the end of the 120-second mark, you've got just a pittance.
If you're looking to swap out Maneuvers, I'd say DO EET!
If you're looking to get rid of the Fighting pool as well? Uh. No. I really wouldn't recommend that.

Compared to the monster boost up front?
Also, a lot of that depends on your defenses pre-buff.
0% pre-buff defense? Not doing much.
40% pre-buff defense? More significant.
Its more important that you have barrier up when you need it, this is mostly true on toons with or DRR. So DO NOT put it on auto.
