My guess would be 'purchasable' means you don't get 'it', but can buy 'it', and 'limited' means you get a small amount of 'it', but can buy more of 'it'.

Nobody who can answer that question yet knows. Anyone who does know is a Paragon Studios employee who is effectively gagged by the Marketing department, or a member of Closed Beta, who are all under a Non-Disclosure Agreement. While our NDA's aren't that strict, anyone who breaks it will probably never see a beta ever again.
Furthermore, there's all sorts of things about CoH:Freedom that the devs can't or won't talk about because they're very likely to change as Closed Beta progresses.
tl;dr: Wait and see.

Exactly, those details haven't been fully explained yet. But what it looks like is that Purchasable means you can spend Paragon Points to purchase it. Limited means you have some level of access to it possibly expanded by spending Paragon Points but by how much is unknown.
For example from statements it is apparent that Premium players can belong to a supergroup. What isn't clear is if this is tied into the Paragon Rewards thing or is instead a purchasable thing. What also isn't clear is if a Premium player can be a supergroup leader or create one. Even with rewards or points.
That is an example of the ambiguity that currently exists and is likely to be cleared up as we get closer to the release of Freedom.
