Help neecded for first IO set (Fire/EM)
Thunderstrike is a very affordable set - its all common and has no expensive salvage.
It not only gives good set bonuses, but the enhancement values to your actual power are close to 3 damage, 2 acc, 2 end redux and 2 recharge.
Stick that in Blaze, then again in Fire Blast - Im sure you can get two sets at least for 30 million. Add to Flares and Ring of Fire (6 pieces each) as well and you have 15% Ranged/Energy Defence, +8% Recovery and +28% Accuracy.
Its by far the best bang-per-buck set for anyone with ranged powers.
(Forget what I said about Ring of Fire... but even three sets will make a difference )

I think I might use it on Fire Ball before Fire Blast since I use the latter only for a filler (due to flares being so quick) and longer range attack, and I spam the former constantly when there are at least three enemies.

You can't use it on Fireball, as that is a targetted AoE power which would require something like a Positron's Blast set. (which is also reasonable) You can only use Thunderstrikes on single target attacks that accept ranged damage sets.

Targetted Ranged attacks like Fireball, Fire Breath and Rain of Fire have just about the worse selection of possible set IOs.
Positron's Blast is very expensive, and gives a nice bonus +6.25% Recharge on 5 pieces. The actual slotting of the power isnt great though, specifically the Recharge bonus is low.
The other two sets (whose names I forget) are cheap but have no great set bonuses.
On a budget, your best option is to use the other two sets and build good bonuses for the actual power.
e.g. 2 x Acc/Dam and 2 x Dam/rech will give you the equivalent of 3 damage, 1.5 Accuracy and 1.5 recharge normal enhancements. This sort of improvement is actually better than the magnitude of a typical set.
But first, go for Thunderstrike in your single target ranged attacks. Cheap, great enahancment values and great set bonuses. You can't go wrong with it.
Very affordable? I'd say go for thunderstrike in your ranged damage sets and crushing impact in your melee attacks. For a build that's decent thunderstrike can cost a pretty penny, but that's what you have to pay for a decent build. Also, if you try to buy each for like 100-150K and just let the bid sit for awhile it'll eventually go through.
If you want a monster of a character (I read your other post) I'd advice going for +Defense bonuses in your IO sets...it's not cheap or EXTREMELY expensive but it's totally worth it!
Also, in your Rain of Fire, Fireball, and Flame thrower put some positron's blast.
Edit: If you want to take the expensive route, four slot kinetic combat in your melee attacks for the +defense, it's not cheap but it's worth it in the end.
Also, expensive route go for Obliteration on Inferno. I'll post a decent sample build in a bit for a Fire/EM that I made up.
Here's the Build on Mid's Hero Designer. Since this is your first IO set build I kept it simple with ONLY full sets. This allows your Fire/EM to have moderate defense and your attacks are Well stacked. If you want a powerhouse build, it is going to cost you, but I can post that as well if you like..

Hey everyone!
My Fire/EM blaster hit 40 so I though it's finally time I bought some IO sets. The problem is my money situation; I have only some 30m inf and the prices of sets generally recommended by people on consignment house are so high I could afford to buy IOs for maybe one power.
Can you recommend any very affordable sets for me?
