The rarest IO in the game yes I remember when they released these suckers, got 2 in the first week from *gasp* pvping. The drop rate was great, The +3 def one was only selling for 600 million. But then the devs saw and were like "grrrrr" and the pvpers were like *meh we aint surpirsed* and then I only ever gotten 1 +3 def PVPIO ever dropped to me again and I was like 
but then 
cause it sold for 2 billion instantly.
Now I haven't been in a pvp zone in months that I remember cause I gave up on the system and my last hope is with COH:FREEDOM.

And I expect the downward trend to continue now that we can but those IOs with Astral and Empyrean Merits as well.

I've bought four of these IOs via the a-merit route, just this year. In every case I worked both the 5 tips a day and the "convert 50 regular merits" route, because the 20 million for conversion doesn't bother me, I make more than that on just the one character every day on the market. If you work at it every day you can get your shiny IO in 20 days. The tip mission only route will take 60 days but has the advantage of costing you nothing else but your time, and you can indeed run them very fast. I suggest a jump stealth IO in sprint + super speed for stealthing those missions that allow for it. ^_^
I should also point out that I've placed 2 billion bids on the market for up to the 20 days it took me to earn one of these via the a-merit route, without ever purchasing one. Some people told me I was wasting my time going the a-merit route, but I find those people got lucky once on the market and think that it works that way every time. ^_^
