Fix Stephanie Peebles' arc
Not a "horrible oversight," but I wouldn't argue against having them put out in a fixed order.
If she gives out a different mission than your teammate, it's always possible to abandon the mission and talk to her again, getting another mission.
That said, sure, wouldn't mind getting her order straightened out.

Does that actually work? I've never tried that to see if the mission changed. Great suggestion if that really works. I've also run into this problem when trying to run the Frost Fire arc with teammates.
As far as getting this fixed so its not random please put me down as PRO REFORM.

I'm pretty sure some other arcs do it, for example, Willy Wheeler's.

The Hollows was I2, and this is where these started. Then came Striga in I3. Finally, we had Croatoa in I5. All three of these are plagued by the same "zone arcs" that neither tell a story nor present a coherent experience a team can run through. Luckily, City of Villains had been in the work for I believe a year when it came out, so most of its missions followed the older proper story arc structure, and so its story arcs didn't suck. I'm happy to report that beyond Willy Wheeler, I'm not aware of any other "zone arcs."
And thank god for that.

Yes, I would be very much in favour of locking those arcs down to a logical, rigid story progression. And re-writing them so they tell actual stories while we're at it. Cause and effect and all that.

As the title says. The arc, as it currently stands, is antithetical to teaming through it, due to the middle set of her missions being given out in a completely random order, thus preventing concerted efforts to do the arc together. No other arc in this game does this.
In short, fix this horrible oversight.
