Exemplaring with procs and other enh IOs

I know the kb won't work because those are treated just like set bonuses and stop working when you exemp three levels below whatever level the kb io is. I think the damage procs will work though as those are not treated like set bonuses.
Also, what are you needing to exemp to level 5 for? Low level arena duel?
There's an event happening on Victory which happens to be lvl5 Arena. What about the +tohit or +perception procs? +stealth?

Two sets of three and two sets of three eradicate = very nice when exemplared.
But if you need it on a level 20 character it won't be much help since off-level sets are pretty hard to find.

Assuming you have inherent Fitness (which becomes available at level 2), level 50 Numina's, Miracle or Performance Shifter procs in Health/Stamina will work exemped to any level. If I were to slot a several KB protection IOs as well as several Damage procs on a level 20 character, would they work when I exemplar to level 5? Note that none of these are purples or PvP IOs and the character will only be leveled to 20. Also note that the minimum level for any of these is 10, but I will be level 5 while exemplared.
