Non-set, leveling NW build
For actual leveling, I think I'd recommend taking both Swipe and Strike early on in addition to Poison Dart, so that you have something to kill with. You have probably over slotted Follow Up. I'd go like one or two Acc and then one Recharge.
Don't forget you have a second build now that you can use to "respec" if you need to. Also VEATs get a "free" respec at level 24, so you can re-choose all your powers then, if you like. So if you want to get rid of Swipe (for example) later, you can.
Level 2: Health -- Heal-I(A), Heal-I(9), Heal-I(17)
Move one slot here to Stamina. Use the Miracle and Numina unique to get the +Recovery bonus.
Level 2: Stamina -- EndMod-I(A), EndMod-I(5), EndMod-I(17)
Add one slot here from Health, and add the Performance Shifter Proc here. Between this and the bonuses from Miracle and Numina, you may not need Conserve Power. That'll free those power choices up for something else.
I highly recommend investing in frankenslotting at least your attacks at some point. You don't have to use set IOs for bonuses, just for their multi-enhancing aspects. It is also one of two ways to slot recharge into Mind Link (the other being Membrane HOs). There are some pretty cheap sets that you can use, though some might be more limited in availability on the market.

Useless. Widows have low crit modifier. Cast time 1.5 sec. Just use another attack instead of this and get more damage (most widow attacks have less cast time). Only for RP purposes/for fun.

Thanks. I wondered about that, but put them in because they were available in Mids. I'll re-do the final levels using either PPP or just grabbing some additional pool powers.

I included both because this build is to be used for leveling. I'll probably drop CT:O at 24 when I respec, but I do solo quite a bit, so I may leave it in.

Good point. I'll drop it and maybe move Swipe into that slot. Or I may use just add that slot to the level 41 & 44 slots that I get back since I can't access Energy Mastery and use them all for power pool picks.
Just coming back to the game after about a year off and was delighted to see that you can now start a VEAT without getting a villain to 50. I've started a Widow with the intent to go the NW route, and have been looking through the threads here and came up with the build below. This is the build I plan to use while leveling, not necessarily the 50+ build, which is why I'm not worried about sets at this point.
