How to use new purchased costume change power?!

There's also a way to do this with key binds and macros, but I don't know that off the top of my head.
You have to go to the tailor to do this asignment of power changing thing right?

You don't have to go to the tailor to assign a costume change emote, it's in the window that you set your costume in.
/bind keyname cc_e X ccname
Keyname = the key you want to bind it to.
X= the costume slot number. Remember the first slot is 0 not 1.
ccname = the name of the costume change emote.
You can add statements and stuff too. Most of this can be found on paragon wiki.
Those who play on Virtue tend to memorize stuff like this.

Do you have to change to a different costume to get the emote to play?
I dont mean to sound completely stupid, but what? I have never had a character with more than one costume before. I just made a second costume _just_ for this costume change....

The emote will only play when the costume changes and if you're changing it to a different one that what you have on now. There are also text commands as others have said in the thread.
Ah. Okay.
In the drop down menu accessible from the experience bar, you have a number of options. One of those options is costumes. If you select it, you'll get a window, similar to the one you get when you go to the tailor and they ask you to select which costume to alter. However, you do not need to be near a tailor to open it.

Click the 'Menu' tab (as if you were going to quit the game), then go down and select 'Costume (K)'. (You can do this by either clicking the name, or hitting K on your keyboard)
This should open up a a pop-up box that shows all of the different costumes you've made.
To use the costume emote, there will be a drop-down arrow in a box underneath the shown costumes. Click it and scroll to the emote you want to use, then click on the costume you want to change to. The costume should switch and the emote should play.

If your two costume slots are exactly the same costume, then it will appear that the emote goes off and nothing else.
