When the servers are backup, does anyone know where I can go to start spending my hard-earned Astrals and Empyreans on the new costume stuff? I heard something about "new tailors". Are these new NPCs in the existing Icon stores, or something else?

Gah... wasted my 3 Empyreans on the Nuke costume change emote (which is pretty sweet, but I wanted to pick up one of the Emp auras).
I blew my Astrals on new auras and emotes (/em Ultimatepower isn't that impressive ).
