Actually they have said many times that if you keep anything you have purchased and/or unlocked via vet reward system.
If you've already purchased a costume set you'll still have access to all those pieces when Freedom goes live.

Here's a question that wasn't directly answered in the FAQs about Freedom.
I know that when Freedom goes live, they will stop selling the booster packs and you can purchase the costumes for an individual character.
However, I have purchased most of the booster packs. If I create a NEW character after Freedom, I should have access to those booster packs I have already purchased. If I have to re-purchase what I have already paid for, I'm going to be upset.
