First, did you start your lvl 34 in the Rogue Isles or Praetoria? I believe only a "native" villain over 20 will unlock the VEATs.

praetorians can not unlock epics regardless of which side they choose
to unlock epics you must have a toon start on the respective sides (ie villain for VEATs)
Did you actually start the Stalker as a villain and level to 20 or did you perhaps start in Praetoria and then move to redside at 20? That would be one possible reason that you haven't be able to unlock an SoA.

If your stalker started on redside, then the next thing you should do is log him in. Sometimes the server "forgets" you have unlocked the epics, so logging in a qualifying character will reset it.

Hi I was wondering how come I cant create a bane, when i I have a villain stalker that is lvl 34? I thought when you have a villain that is lvl 20+ u unlock VEATs? can sme1 help me out plz?
