A 'walk' power for flight
if your willing to deal with it, hover is prolly what your looking for, its approximately the same as regular speed with swift from the inherent fitness
Actually it isn't. It used to be, but then the base flight speed was changed in Issue 18 so hover goes significantly faster now. (And I think it was buffed at least once before that as well, but I could be misremembering.)
Run speed with walk active, according to ingame combat attributes on my level 10 blaster, is 3.09 mph.
Flight speed with just hover is 21.26 mph.
Add swift, which is always on, and flight speed with hover becomes 23.34 mph.
For reference, run speed with just swift is 18.48 mph.
And of all those numbers, the only one that won't increase as I get higher level is the walk speed.

Technically some kind of "float" power for RP shouldn't need to be a real flight power, just a version of the walk power with the hover animation, or a hover-like animation. (So you're still grounded - can't use the power to float up buildings; in case anyone cares about that. Although considering how many ways there are to get account-wide jump packs now [meaning "who cares if everyone has a free way to get those badges before travel powers"], the real problem might be how cluttered the inherent power section is.)
I suppose an alternative might be to enable power animation customization in the tailor, so you can choose a different walk animation. But if they did that (assuming it's possible - it might be harder than the alternate cast VFX options we have currently) then there'd be a ton of alternate walk animation requests:
"I want a march!"
"I want a normal, non-sexy walk for women!"
"I want a strut animation that includes a boom box on my shoulder."
"I want that embarrassing shimmy Steve Martin and Dan Aykroyd would do on SNL as those Czech brothers in awful 70s clothes. The one they'd use when walking everywhere."
I'd like to see this kind of functionality from walk (and a "hover" would be a very good addition to it!) Sorry if I kind of went on a tangent, but I prefer to think of it as a different way to approach the same problem.

Even before Hover's base speed was buffed, it would have been way too fast for Walk.
The "simple" solution (standard code rant applies here) is to allow Walk to be on at the same time as any flight power, but, it makes the flight power operate as Walk's speed.
And with Power Pool Customization coming maybe at some point, we can then have alternate animations for the fly powers such that some of the 'stances' we have can be chosen to work with fly/hover allowing our characters to fly upright.
In the meantime, here's the workaround:
1. Hover or Fly.
2. Hold down the down key to 'hit' the floor which will basically stop you.
3. Use your mouse to tilt forward or backward while holding Down down. That will cause your toon to slowly move forward or backward with ground friction slowing you down.
4. For extra role-play points, get into the Lotus position first.
And to make going downward easy, use this bind:
/bind <key> "++down"
Tapping that <key> while flying will keep you continuously descending. Hitting it again will stop it.

Although it does make me wish we had a "hammock" flying pose now.
I know, more of an RP thing than anything. But then so was walk and we got that. But anyway. When I'm wandering around with someone for whatever reason and they're walking but I want to be flying, it's currently not possible to go the same speed as them.
So what I would like is a power similar to walk, that limits flight speed in a similar way to how walk limits run speed. Check the real numbers for it, it applies a debuff to maximum run speed which is why buffs like speed boost won't affect your speed while walking. What I want here is the same thing, but with a debuff to maximum flight speed instead.
