City of Data... how to use it?

It was a great tool for its time, but I'm afraid that time has moved on.
I have no advice on how to find NPCs in there. I used to know, but it's been years and have forgotten.

I use it a lot myself... when I can't access Mids (erm, work), or when I want tables of data for 'Excellage' (tm). But of course, I use the numbers a 'rule of thumb' rather than gospel truth, so there is that.
I find Mids clumsy for conceptualizing and looking for patterns in set bonuses, etc. (hence I use Excel for that), but Mids is invaluable for finalizing builds and getting as close to real numbers as possible.

The problem with that is that there's nothing to move on to. Mids doesn't come close in providing individual power details and Real Numbers can be confusing too.
Wish the folks at CoH Titan could find the time to do an update to it.

I rather doubt that the current devs would be up to releasing the information needed to properly update CoD.

CoD has a wealth of info on critter powers, though, that isn't in Mids.

So Spreadsheets aren't a necessity, especially with Real Numbers and the power of the group mind (ie if one makes a mistake someone will hopefully pick up on it).
I think the issue is more to do with time. I know the CoH Titan guys were recruiting a while back but that seemed to fizzle out.

Also note that combat level for the purpose of damage tables is not modified by level shifts. A 50 (+20) enemy, or player for that matter, will do the same base damage as a plain 50 with no shifts. Final damage depends on the combat modifiers which are determined by level difference (including shifts) between the attacker and the target.
Unfortunately City of Data doesn't have a good way to specify which damage table you want to use, so here's a few values you can multiply by based on what you're facing.
Level 50 Minion
Melee_Damage: 120.48Level 50 Lt
Ranged_Damage: 72.29
Melee_Damage: 180.71Level 50 Boss
Ranged_Damage: 108.43
Melee_Damage: 385.52Level 50 Elite Boss
Ranged_Damage: 231.31

If all this data can be found on City of Data, if you could just give me a hint on how to find it, that'd be very helpful too.

Oddly, the numbers they have for AVs match the "special case" class for Aspects of Rularuu.
My guess is AV damage got buffed at some point, but the Rularuu class (which started off as a copy of the AV one) didn't get updated.

Luckily, that doesn't have to remain the case... CoD is updated as of today to 2010.201105250125.1.0 (I still need to update the text that says what version it is :P).

City of Data has a lot of... data, and my brain happens to love data.
But I'm having trouble finding things in there. The main page only links to ATs, but it seems that the website also contains data for pretty much every NPC of the game. Browsing the forum, I managed to find some links (Statesman for example), but if I don't know the "hard" faction name (here : V_FreedomPhalanx), I can't really find that page, can't I? Or maybe those "hard names" can be found somewhere, and then I can access related data on City of Data? Because I tried "guessing" several links, and failed every time.
That was the first question, and while I'm here, I'm gonna go and ask another one. On the previous link, we can see all Statesman powers. That's nice. Damage is expressed as a "PvE damage scale". I'm going to assume that the scale is relative to the rank of the NPC, but where do I find it? I know that for all ATs, it's in the "Attribute Modifiers" sections, but I can't seem to find it for NPCs. Is there something I'm missing?
